General Comments:5 regulatory scenarios and two climate scenarios (current climate & 25% increase in precipitation) were used to assess impacts on surface water used and streamflows as a function of "riparian doctrine", irrigation use, and other factors. Among other results it was reported that streamflow & agronomic ecosystems could become vulnerable without adquate regulations.
